No, he was to be an older Brother of Baine [Not a twin at all] With all of Sereno's[Baine's father] DNA, but something happen and he ended up being part of Baine as a defend system in case she was in trouble.

Because she doesn't know that he was to be her brother. She was born as an only child and he didn't wake up till Alida and Sereno died. So, she really didn't know that he exist till he awoke and started to speak to her in the frozen Iceberg.
