Enemies: Any hero, Shocker the hedgehog, Screech the hedgehog
Occupation: leader of the shadow league
Powers:can launch dark energy balls and beams can also send a shockwave of dark energy out
Apeerance:Red with black stripes black streaks under his eyes. White eyes with no pupils, Purple colored bat wings

It feels as though there is too little information here. While some prefer less info, more information provides a clearer, more interesting take on a character. It seems as if you have the tendency to create characters before actually thinking it out. This is one thing you want to avoid. I'm even guilty of doing the same thing. The second thing that would be a good thing to see is what his personality is like. Consider these questions: What will my character be like? How did his lifestyle set up his personality? Is there an event that has changed him? Keep these questions as a guide for every time you create a character. The third thing that would be good is outlining his motives. What are his goal? Who all would be opposed to his goals? Are there those who agree with his motives? No one can just be born "evil" unless their upbringing, way of life, or an event has caused them to change their mindset. While this will garner controversy, think about Hitler. What made him do what he did to the Jews? What made him change? How did he go about accomplishing his goals?
Questions such as the ones stated before will be a good series of notes to consider. Fourth, his powers. Unless passed off to offspring, powers are difficult things to develop. Training is required to develop these kinds of things. How did your character gain his powers? Was it genetic or did he have to work at them? Ask yourself these questions when wanting to give your character powers.
Finally, a deeper backstory must be developed for your character because right now, he sounds uninteresting. Start from childhood and work up to where they're currently are. Only add relevant details and remove any unnecessary info. If a character is mysterious then put in details that says so. This entices people to want to know more about your character, but be careful when attempting this. Mysterious characters often require little detail which can make people bored with your character so be sure to add some interesting facts about your character when setting him out to be rather mysterious and alluring.
