Could we make a new Chaos Emerald?

As you all know, dark forms are one of the most overused and abused form in Sonic OC history. They are just an excuse to become super without getting all the canon emeralds. So what if we made something to stop this dark-form abuse? What if we introduce an 'Artificial Emerald' created by some faction from the Sonic Universe. The emerald would be black, same size and shape as the rest, and can only be found through admin events just like the others too. However, this can't be used to go super, only this emerald can transform the user into Dark-Form. This emerald would help keep rps more realistic, balanced, and there would be less god-modding as well. I hope this will be considered, and I really hope it will go through.
