PMs and You and the Poor Chatbox

Hey there Sonic Roleplayers! It's come to my attention that this site is not very active lately and we need to change that. It seems people have been using chatsy to Roleplay on solitude and that needs to change. We'd like for people to be actively discussing topics to talk about in the main box. And also Roleplaying in the other two boxes.
This is our goal. But some people just feel the need to Roleplay with one person and that's okay.
But it's not okay as you just come in. Say hi and pretend like nothing is happening. We want quality discussions and conversations. The whole reason the Chat box is [i]for]/I].
PMs are fine as long if that's not the ONLY Reason you're here for and the only reason you'll stay. We want everyone to feel like they contribute to the sites hospitality and growth.
When a newbie comes into the chat box do you think he'll like to see:
A: People in the Cbox having fun and talking about things.
B: Blank names spamming the main chat. And when he finally types something he gets bombarded with meaningless hi's?
I think I'd choose A if I was new here. The point is the PMs were killing the Cbox and someone had to do something and that's what the Admins did.
We're considering on bringing back PMs if:
1: You do PM you must atleast try and be apart of a conversation. If there is one.
2: If you RP try to keep the spamming to a low abd attempt to keep the Cbox Alive with meaningful conversation.
3: Don't just say hi and wait for your PM partner to come on. There are people there (Usually) awaiting human commuincation.
If you can follow these three guidelines then we'd all be golden.

This is basically exactly how the issue was handled. Though honestly, if you just visit the site for the sake of PMs, you hardly mean anything to the site. This is a roleplay site, not a chat service. I could care less if you're going to all whine and complain about how unfair it is that you can't PM. Here's a suggestion. Stop being lazy and use the ACTUAL PM button provided at the top of the page. It's there for a reason.
I myself am debating on just downgrading the chatbox back to what it was and banning roleplays from it, because this entire thing is out of hand and is getting on my nerves. There is a forum. Use it.
Half of the member count has never even posted in the forum before. It sickens me.
And before you all complain about wanting to make friends and talk and catch up... you can still do all of that in a NORMAL chatbox.
The forum itself is dying out. At least with member count that participates. I'm certain that a good 60% of the posting count is from Azrael (Who rarely visits the chatbox, and honestly sets a good example of dedication), 30% is in the forum games section, and 10% is from other RPers.
My faith in this forum is pretty much gone.

Another point I'm making by the way before you scream "hypocrite" at me.
If you make an RP in the forum now, it's rare for anyone to join and actively post in it, so there's no reason for me to bother. It used to be so much better, but it regressed into something awful.
